What does Executive Order 14427 do?

The order amends EO 13603, as previously amended by EO 14391. It gives the Interior and Energy Secretaries independent authority under specified Defense Production Act delegations for forms of energy within their purview and sets a process for resolving disputes between them.

Later record checked September 26, 2026: The September 2026 order changes delegations in the signed text. No subsequent use of those delegations was established by this review.

Administration position: The order’s policy rationale is the administration’s position. This guide describes the directions in the signed text without treating projected outcomes as established results.

Reading the operative provisions of Executive Order 14427

EO 14427 amends earlier Defense Production Act delegations so the Interior and Energy Secretaries can each exercise specified authorities related to energy production and infrastructure. The Federal Register text changes who may act under the delegated framework; it does not itself issue a priority order or allocate materials to a particular project.

The Defense Production Act allows the President to prioritize contracts and allocate materials when statutory conditions are met. A delegation transfers authority among executive officials but leaves the underlying criteria, reporting and legal limits in place. Agencies must identify the national-defense basis and the particular equipment, service or resource involved.

EO 14427 further amends the delegation framework established by EO 14391. The two orders should be read together to determine which official holds each authority. A company should not infer that a project has received DPA priority until it receives a specific agency determination or contract clause. This order adjusts administrative responsibility; individual uses of the authority require separate action.
