Executive Order 14413: Ushering in the Next Frontier of Quantum Innovation
President: Donald J. Trump
Ordered a government-wide quantum program spanning a new national strategy, a scientific quantum computer effort, sensing and networking plans, domestic supply chains, security controls and workforce development.
Status: In effect.
Is Executive Order 14413 still in effect? Yes. Active; national quantum research and commercialization strategy directed.

What does Executive Order 14413 do?
The text directs OSTP to coordinate national strategy and agency plans, and Science agencies to expand research, testbeds and workforce programs.
Reading the operative provisions of Executive Order 14413
EO 14413 launches a government-wide quantum program covering research, scientific computing, sensing, networking, supply chains, security and workforce development. It directs OSTP to coordinate a national strategy and agencies to expand testbeds and research efforts. The Federal Register text sets a federal coordination framework; it does not guarantee a commercially useful quantum computer by a fixed date.
Quantum computing, sensing and networking are related but distinct technologies. A quantum computer may eventually solve some problems more efficiently, but useful systems require error correction, reliable components and specialized software. Quantum sensors can improve measurement in some settings without using a large-scale quantum computer. The order’s program spans these different capabilities and should be evaluated accordingly.
Building domestic supply chains and a trained workforce takes sustained research, manufacturing and education investment. Agencies can fund laboratories and testbeds, but results must be independently validated and security risks assessed. Federal procurement, export controls and post-quantum cybersecurity also affect the technology’s development. To track progress, examine funded research, peer-reviewed milestones, testbed availability and workforce outcomes rather than relying on broad claims of quantum advantage.
Before and after
Before the order
Federal quantum programs operated under the National Quantum Initiative Act and agency research and defense authorities.
After the order
The order created the QC-ADDS effort, intended to deliver at least one scientifically useful quantum computer to an Energy Department facility, and required plans for sensors, networks, component supply chains, security and workforce.
At this September 15 review, the 60- and 90-day dates had arrived but no public document located in Quantum.gov, Energy, NIST, NSF or OPM materials established completion of every required milestone. The order remains active and the 120-, 180-, 210-day and one-year actions were still pending.
Who had to do what
| Agency / office | Action | Timing / position |
|---|---|---|
| OSTP | Coordinate national strategy and agency plans | Ongoing |
| Science agencies | Expand research, testbeds and workforce programs | Staged deadlines |
| Commerce/NIST | Advance standards and commercialization | Ongoing |

Legal and source detail
How it works legally
The National Quantum Initiative Act supplies a statutory program, but EO 14413 cannot itself fund a campus, compel private participation or change export-control and research-security law. Individual grants, procurements, personnel incentives and controls need their own authority and procedure. No material order-specific litigation was located in the official and court sources checked through September 15, 2026.
