What does Executive Order 13790 do?

EO 13790 established an interagency task force chaired by the Agriculture Secretary to identify legislative, regulatory and policy changes for farming and rural communities. It called for consultation with affected governments and stakeholders and a report to the President within 180 days, subject to an extension. USDA released the task force report on January 8, 2018, organized around connectivity, quality of life, workforce, innovation and economic development. USDA subsequently used the report to guide some lending priorities. Recommendations did not themselves amend farm law or guarantee funding.

Administration position: Proposed rural benefits were task-force goals; outcomes of individual recommendations require separate evidence.
