Executive Order 14097: Authority To Order the Ready Reserve of the Armed Forces to Active Duty To Address International Drug Trafficking

President: Joseph R. Biden Jr.

Authorized the Defense Secretary and Homeland Security Secretary for the Coast Guard to call specified Ready Reserve members to active duty for international drug-trafficking operations.

Status: In effect. Is Executive Order 14097 still in effect? Yes. Executive Order 14097 remains in effect. See Federal Register record.

What does Executive Order 14097 do?

EO 14097 delegated the President's 10 U.S.C. §12302 authority for this mission, subject to an aggregate ceiling of 3,000 Ready Reserve members, including no more than 450 Individual Ready Reserve members. It was authority to order service, not an order automatically activating 3,000 people. The current official U.S. Code note preserves the delegation; no reviewed public primary source established a specific activation under it.

Later evidence reviewed September 27, 2026: The current U.S. Code note records the delegation. The review did not find a public primary record proving that personnel were activated under this order.

Administration position: The order's policy rationale is attributed to the administration. Its numerical limits are maximum authority, not a count of personnel actually activated.
