Executive Order 13268: Termination of Emergency With Respect to the Taliban and Amendment of Executive Order 13224 of September 23, 2001
President: George W. Bush
Revoked EO 13129 and ended its Taliban-specific national emergency, while adding the Taliban and Mohammed Omar to EO 13224’s counter-terrorism sanctions annex and authorizing the State Secretary to update the Taliban’s aliases.
Status: In effect.
Is Executive Order 13268 still in effect? Yes. Active as an amendment to EO 13224; separate Taliban emergency ended.
What does Executive Order 13268 do?
The order assigned these duties: Treasury and OFAC — Administer blocking restrictions under EO 13224 against the added parties; State Secretary — Modify the stated Taliban aliases after consulting Treasury.
Checked the Taliban emergency termination and transfer of named parties to EO 13224 against the signed order. Added the official September 11, 2026 continuation, which continues the EO 13224 emergency one year beyond September 23, 2026.
Before and after
Before the order

Legal and source detail
How it works legally
Ending EO 13129 did not unfreeze the added Taliban parties because the order placed them under EO 13224 at the same time. IEEPA, the National Emergencies Act, United Nations Participation Act and applicable due-process rules constrain blocking actions. Courts have reviewed individual EO 13224 designations and procedures, but no decision located invalidated EO 13268 itself.
