Executive Order 12880: National Drug Control Program

President: Bill Clinton

Directed ONDCP coordination, budget review, international policy and performance measurement; ONDCP still identifies the order among its governing authorities.

Status: In effect.

Is Executive Order 12880 still in effect? Yes. Continuing source of ONDCP responsibilities within a substantially reauthorized statutory framework.

What does Executive Order 12880 do?

EO 12880 assigned the Office of National Drug Control Policy government-wide coordination duties. It directed the ONDCP Director to guide international counter-narcotics policy, oversee an interagency working group and interdiction coordinator, review agency budgets, set long-range strategy measures and obtain program data. Congress later reauthorized and expanded ONDCP repeatedly. ONDCP’s current official materials still list EO 12880 as an authority while describing today’s duties under current statutes.

Administration position: The order called international narcotics syndicates a national-security threat and argued that coordinated management would improve policy. Those are executive policy judgments; program results require separate evidence.
