Executive Order 12900: Educational Excellence for Hispanic Americans

President: Bill Clinton

Created a presidential advisory commission and interagency initiative on Hispanic participation and outcomes in federal education programs; a successor order revoked it.

Status: Revoked.

Is Executive Order 12900 still in effect? No. Revoked and replaced by Executive Order 13230 in 2001.

What does Executive Order 12900 do?

EO 12900 established the President’s Advisory Commission and White House Initiative on Educational Excellence for Hispanic Americans in the Department of Education. It required agency liaisons, education data, an annual federal plan and attention to participation and outcomes across federal programs. EO 13230 created a successor initiative with a revised achievement-gap mission and expressly revoked EO 12900 as amended.

Administration position: The order sought better coordination, data and access for Hispanic students. It did not itself appropriate education funds or guarantee any particular outcome.
