Executive Order 12942: Addition to Level V of the Executive Schedule - Commissioner, Administration for Native Americans

President: Bill Clinton

Added the Administration for Native Americans Commissioner to Level V of the Executive Schedule under temporary presidential designation authority.

Status: Completed/expired. Is Executive Order 12942 still in effect? No. Executive Order 12942 is completed or expired. See Federal Register record.

What does Executive Order 12942 do?

EO 12942 amended EO 12154 to place the Commissioner of the Administration for Native Americans in Executive Schedule Level V. It used 5 U.S.C. § 5317, which allowed the President to move a limited number of qualifying positions into Levels IV or V while they were held by presidential appointees. The action affected pay classification, not the Commissioner’s program authority. Current compensation must be checked against later statutory listings and pay orders rather than assuming the 1994 placement remains unchanged.

Administration position: The order changed pay classification for one office. It did not expand ANA’s statutory authority or appropriate program funds.
