What does Executive Order 12950 do?

EO 12950 established Presidential Emergency Board 226 after Metro-North requested the statutory commuter-rail process. The three-member board was to investigate disputes involving the listed unions and report within 30 days; conditions could not change without agreement for 120 days after creation. EO 12952 added one union to the list. The board held hearings and submitted its report on April 21, 1995, which terminated it under the order.

Administration position: The board recommended a settlement and temporarily preserved conditions. It did not impose a permanent collective-bargaining agreement.
