What does Executive Order 13001 do?

EO 13001 created Presidential Emergency Board 228 under Railway Labor Act section 10 after mediation failed in a dispute between railroads represented by the National Railway Labor Conference and TCU-represented employees. It imposed the statutory status quo while a three-member board investigated and reported. The National Mediation Board records the board as created on May 8 and closed on June 23, 1996; its temporary role then ended.

Administration position: The order created a temporary investigation and cooling-off process; it did not permanently set national rail wages or work rules.
