What does Executive Order 13048 do?

EO 13048 established an Interagency Council on Administrative Management, chaired by OMB’s Deputy Director for Management, to share executive-branch management practices and support other government-wide management councils. It revoked three earlier management orders. EO 13284 amended the membership list in 2003 to include Homeland Security. The original and amending orders do not establish public duties; the named bodies and agency structure must be read in their historical context.

Administration position: The order created an internal coordination mechanism; it did not impose management duties on the public or authorize spending beyond appropriations.
