Executive Order 13055: Coordination of United States Government International Exchanges and Training Programs

President: Bill Clinton

Made the State Department responsible for coordinating federal international exchange and training programs through an interagency working group and shared information system.

Status: In effect.

Is Executive Order 13055 still in effect? Yes. Active; State Department organizational guidance continues to identify the interagency working group as mandated by EO 13055.

What does Executive Order 13055 do?

EO 13055 directed the Secretary of State to coordinate US government-sponsored international exchanges and training, chair an interagency working group, develop a common program inventory and improve evaluation and duplication control. It preserved agencies’ statutory program authority while requiring consultation. State Department organizational guidance still identifies the working group and mandate.

Administration position: The order coordinates federal programs; it neither creates an individual right to participate nor transfers every program to the State Department.
