What does Executive Order 13060 do?

EO 13060 established PEB 234 under section 10 of the Railway Labor Act for disputes between Amtrak and the Brotherhood of Maintenance of Way Employes. The board examined wages, work rules and Amtrak’s financial circumstances while statutory status-quo limits applied. It reported on September 21, 1997, and the parties reached a mediated agreement without self-help on November 2.

Administration position: The board recommended a settlement and delayed self-help; it did not itself impose a permanent collective-bargaining agreement.
