Executive Order 13154: Establishing the Kosovo Campaign Medal

President: Bill Clinton

Established the Kosovo Campaign Medal for qualifying service in operations connected with Kosovo.

Status: In effect. Is Executive Order 13154 still in effect? Yes. Executive Order 13154 remains in effect. See Federal Register record.

What does Executive Order 13154 do?

EO 13154 created the Kosovo Campaign Medal for service members who participated in, or directly supported, designated Kosovo operations within specified areas and periods. The Defense Department set detailed eligibility and award procedures, and EO 13286 later updated administrative references. National Archives veterans guidance continues to list qualifying operations, including Allied Force, Joint Guardian and Task Force Falcon.

Later evidence reviewed October 2, 2026: EO 13286 updated departmental references. DoD’s awards manual and National Archives guidance describe present eligibility; those criteria are distinct from the order’s creation of the medal.

Administration position: Creation of the medal did not make every deployment in the region eligible; service, location, dates and support criteria govern each award.
