Executive Order 13611: Blocking Property of Persons Threatening the Peace, Security, or Stability of Yemen
President: Barack Obama
Authorized asset freezes and entry restrictions against people obstructing Yemen’s political transition or threatening stability.
Status: In effect.
Is Executive Order 13611 still in effect? Yes. Active OFAC sanctions program and continuing national emergency.
What does Executive Order 13611 do?
EO 13611 created targeted sanctions during Yemen’s post-2011 political transition. Treasury may block people who threaten Yemen’s peace, security or stability, obstruct the transition agreement or commit serious human-rights abuses, and may also reach leaders and supporters. The order remains the foundation of OFAC’s Yemen program; it is distinct from terrorism designations and does not impose comprehensive sanctions on Yemen or its population.
Later evidence reviewed September 23, 2026: The program remains listed as active. Treasury OFAC — Yemen-related sanctions. The OFAC program listing confirms ongoing administration; specific designations and licenses can change independently.
Before and after
Before the order
