What does Executive Order 13695 do?
EO 13695 ended the national emergency declared by EO 13159 in 2000 over litigation risks to Russian property and payments linked to disposing of weapons-usable fissile material. It revoked EO 13159 and ended the special protection that order had provided against attachment or other judicial process. The order dealt with that particular property-protection emergency; it did not resolve the broader US–Russia nuclear-security relationship.
