Executive Order 13781: Comprehensive Plan for Reorganizing the Executive Branch
President: Donald J. Trump
Directed agency reorganization proposals and an OMB-wide plan; OMB published a reform plan in June 2018.
Status: In effect. Is Executive Order 13781 still in effect? Yes. Executive Order 13781 remains in effect. See Federal Register record.
What does Executive Order 13781 do?
EO 13781 required agency heads to submit possible reorganization plans to OMB and directed OMB to invite public suggestions and propose a government-wide plan. OMB published Delivering Government Solutions in the 21st Century in June 2018. Its proposals varied: some could proceed administratively and others required Congress or further agency action. A plan did not itself merge, abolish or change a statutory agency. The 2019 OMB update documented partial implementation and proposals still under discussion; current status of each measure must be checked separately.
