Executive Order 13820: Termination of Presidential Advisory Commission on Election Integrity

President: Donald J. Trump

Ended the Presidential Advisory Commission on Election Integrity.

Status: Completed/expired.

Is Executive Order 13820 still in effect? No. Executive Order 13820 completed its termination action on January 3, 2018, revoking EO 13799 and ending its commission.

What does Executive Order 13820 do?

EO 13820 had one substantive instruction: it revoked EO 13799 and terminated the Presidential Advisory Commission on Election Integrity. Both actions appear in section 1 of the signed text. The order was issued January 3, 2018, ending the advisory body that Trump had established the previous May to study registration and voting practices in federal elections. Official source.

The distinction between revoking the founding order and terminating the body matters. EO 13799 had authorized membership, meetings, staffing, reimbursable GSA support and an advisory report. Removing that framework ended the commission’s executive authorization rather than merely replacing its chair or changing its research agenda. The earlier order had contemplated termination 30 days after submission of a report; EO 13820 ended it through a separate presidential decision instead. Official source.

The termination text contains no new nationwide voting rule, no direction to purge voter rolls and no conclusion about the frequency of fraudulent voting. It also contains no operative assignment transferring the commission’s work or data to Homeland Security. Claims about what another agency subsequently did must therefore be supported by a separate record, rather than read into this short order. Its direct affected parties were the commission and the officials supporting its operation. Official source.

Administration position: Terminating the commission did not validate or reject any particular election-fraud allegation.

Before and after

Before the order

EO 13799 had created a commission chaired by the Vice President, with additional presidential appointees. It distinguished intentional fraud from other forms of improper registration and voting and directed an advisory examination of confidence and vulnerabilities in elections. The body held its first public meeting July 19, 2017, as documented in archived White House records. Official source.

After the order

After January 3, 2018, the commission no longer had authorization to continue under EO 13799. Its report-triggered lifespan was displaced by immediate termination. The order did not amend the election laws applicable to voters, election administrators or states; ending an advisory study is different from repealing a substantive election requirement. Later federal election initiatives likewise require their own authority and cannot rely on the terminated commission’s founding order. Official source.

Who had to do what

The order itself terminates the Presidential Advisory Commission on Election Integrity; it names no agency or official to undertake a new implementation assignment and sets no additional deadline.
