President: George W. Bush

Status: In effect. Is Executive Order 13304 still in effect? Yes. Executive Order 13304 remains in effect. See Federal Register record.
What does Executive Order 13304 do?
The order terminated the emergencies declared in EOs 12808 and 13088, revoked their related orders, and separately replaced EO 13219's annex and revised its blocking criteria. Some pre-termination proceedings and blocked property remained subject to the stated savings provisions.
Checked the termination of the Yugoslavia emergency and amendments to the separate Balkans emergency against the order text and current notices. The guide keeps those distinct legal actions separate.
Before and after
Before the order
Earlier emergencies concerning Yugoslavia and the Kosovo conflict existed alongside EO 13219 measures addressing threats in the Western Balkans.
After the order

The 2003 terminations and the continuing EO 13219 framework are different legal tracks. The 2026 notice does not revive the terminated Yugoslavia emergencies.
