What does Executive Order 12847 do?
EO 12847 amended EO 11423 so the Secretary of State could receive presidential-permit applications for a broader range of facilities at United States borders. The list covered product pipelines and conveyors, water or sewage facilities, transportation facilities, some bridges, and similar above- or below-ground facilities. It preserved permits already in force. EO 13867 revoked EO 11423 as amended in April 2019 and established a new permitting process.
