What does Executive Order 12916 do?

It named EPA and the United States IBWC Commissioner to the BECC board; Treasury, State and EPA to the NADB board; delegated NAFTA functions; created a Community Adjustment and Investment Program Finance Committee; and delegated creation of the Good Neighbor Environmental Board to EPA. In 2017 the governments merged BECC into NADB, which continues border environmental infrastructure work.
