Executive Order 13009: Amendment to Executive Order No. 12963 Entitled Presidential Advisory Council on HIV/AIDS

President: Bill Clinton

Expanded the maximum appointed membership of the Presidential Advisory Council on HIV/AIDS from 30 to 35.

Status: In effect.

Is Executive Order 13009 still in effect? Yes. Active amendment within the continuing Presidential Advisory Council on HIV/AIDS framework.

What does Executive Order 13009 do?

EO 13009 made a single membership change to EO 12963, raising the ceiling for appointed Presidential Advisory Council on HIV/AIDS members from 30 to 35. The council advises the President and the Health and Human Services Secretary on HIV policy, prevention, treatment and disparities. Later orders amended and repeatedly continued the council; EO 14354 continued it through September 30, 2027. The 1996 amendment therefore remains part of a still-operating advisory framework.

Administration position: The order enlarged an advisory council. It did not create treatment entitlements, appropriate program funds or make the council’s recommendations binding.
