Executive Order 12963: Presidential Advisory Council on HIV/AIDS

President: Bill Clinton

Created the Presidential Advisory Council on HIV/AIDS to advise on prevention, research, treatment and services; the council continues under later amendments.

Status: In effect as amended.

Is Executive Order 12963 still in effect? Yes. Active as amended; continued by EO 14354 and recruiting new members in 2026.

What does Executive Order 12963 do?

EO 12963 established PACHA as an advisory body to the President on HIV and AIDS policy. EO 13009 later redirected advice to the Health and Human Services Secretary and subsequent orders adjusted membership, strategy functions and continuation. EO 14354 continued PACHA in September 2025, and HIV.gov announced nominations for new members in June 2026. The council advises; agencies and Congress retain program and funding authority.

Administration position: PACHA provides recommendations and public expertise. Its advice is not itself a regulation, benefit entitlement or appropriation.
