President: Bill Clinton
Updated presidential delegations for unofficial United States relations with Taiwan and formally recognized TECRO as Taiwan’s designated instrumentality.
Status: In effect.
Is Executive Order 13014 still in effect? Yes. Active delegation framework under the Taiwan Relations Act.
What does Executive Order 13014 do?
EO 13014 superseded the 1979 delegation order issued after diplomatic recognition shifted to Beijing. It delegated most presidential functions under the Taiwan Relations Act to the Secretary of State, assigned specified personnel functions to OPM, preserved several decisions for the President, and recognized the Taipei Economic and Cultural Representative Office as the Taiwan instrumentality able to give assurances under the Act. It remains the executive framework for administering continuing unofficial relations through the American Institute in Taiwan.
