Executive Order 13023: Amendments to Executive Order 12992, Expanding and Changing the Name of the President's Council on Counter-Narcotics

President: Bill Clinton

Renamed the President’s Council on Counter-Narcotics as the President’s Drug Policy Council and added seven Cabinet and White House officials as permanent members.

Status: In effect.

Is Executive Order 13023 still in effect? Yes. Continuing amendment not expressly revoked; ONDCP and current statutes provide the operational drug-policy framework.

What does Executive Order 13023 do?

EO 13023 renamed the President-chaired counter-narcotics council the President’s Drug Policy Council and made six additional Cabinet secretaries and the President’s domestic-policy assistant permanent members. The 1999 National Drug Control Strategy identified the amended orders as part of ONDCP’s coordination framework. ONDCP’s current official history still cites EO 13023, while later statutes supply much of the office’s operating authority.

Administration position: The order broadened a coordinating council; it did not create criminal offenses, appropriate program money or displace agencies’ statutory authority.
