Executive Order 13024: Amending Executive Order 12015, Relating to Competitive Appointments of Students Who Have Completed Approved Career-Related Work Study Programs

President: Bill Clinton

Allowed qualifying cooperative-education students to receive term appointments and later convert noncompetitively to permanent competitive-service positions.

Status: Revoked.

Is Executive Order 13024 still in effect? No. Revoked when the Pathways Programs regulations took effect on July 10, 2012.

What does Executive Order 13024 do?

EO 13024 let agencies use term appointments for qualifying students under EO 12015 and later convert those appointees to career or career-conditional positions without another competition before the term expired. OPM identified its 1997 interim regulation as implementation of EO 13024. The Student Career Experience Program was later replaced by the Pathways Internship Program when the 2012 rules took effect; the old appointment route is historical.

Administration position: The order created a hiring eligibility route; it did not guarantee appointment or waive qualification and suitability requirements.
