What does Executive Order 13040 do?

EO 13040 amended the Advisory Commission on Consumer Protection and Quality in the Health Care Industry. It raised the membership cap to broaden representation and moved the reporting schedule to January 31 and March 30, 1998. The commission produced a Consumer Bill of Rights and Responsibilities and its final Quality First report. EO 13138 later abolished the completed commission provisions.

Administration position: The amendment changed an advisory body’s membership and timetable; it did not itself create privately enforceable patient rights or regulate health plans.
