Executive Order 13138: Continuance of Certain Federal Advisory Committees

President: Bill Clinton

Continued a group of presidential advisory committees and recorded changes or revocations for several earlier bodies.

Status: Partly revoked. Sources: Federal Register 1999 disposition table · EO 13225 · EO 13226.

Is Executive Order 13138 still in effect? Partly. Executive Order 13225 superseded sections 1–4 effective September 30, 2001, and Executive Order 13226 revoked section 1(h) on September 30, 2001. Those actions did not repeal the remaining amendment provisions; the affected committees’ later status is committee-specific.

What does Executive Order 13138 do?

EO 13138 continued named presidential advisory committees through September 30, 2001, delegated FACA administration to their sponsoring agencies and amended or revoked selected earlier orders. Its most durable immediate effects included revoking EO 12852 on sustainable development and updating other committee provisions. EO 13225 superseded sections 1 through 4 in 2001 and supplied a new continuation list.

Administration position: Listing a committee kept its charter authority available for the stated period; it did not make the committee’s advice binding or guarantee continuous meetings.
