Executive Order 13027: Establishing an Emergency Board To Investigate a Dispute Between the Southeastern Pennsylvania Transportation Authority and Its Employees Represented by the Brotherhood of Locomotive Engineers

President: Bill Clinton

Created the second statutory emergency board in the SEPTA–locomotive engineers dispute after the first board did not produce settlement.

Status: Completed/expired. Is Executive Order 13027 still in effect? No. Executive Order 13027 is completed or expired. See Federal Register record.

What does Executive Order 13027 do?

EO 13027 established PEB 232 under Railway Labor Act section 9A at a party’s request after PEB 231. The three-member board investigated the same SEPTA dispute and issued recommendations while statutory settlement procedures and status-quo limits applied. The National Mediation Board records it as created on November 15, 1996 and closed on February 27, 1997.

Administration position: The second board extended fact-finding and settlement procedures; it did not itself impose a permanent labor agreement.
