Executive Order 13028: Further Amendments to Executive Order No. 12757 Implementation of the Enterprise for the Americas Initiative

President: Bill Clinton

Added 1996 debt-reduction authorities to the Enterprise for the Americas delegation and environmental-fund consultation process.

Status: Revoked.

Is Executive Order 13028 still in effect? No. Revoked with the Enterprise for the Americas delegation framework by EO 13345 in 2004.

What does Executive Order 13028 do?

EO 13028 added section 571 of the 1996 foreign-operations appropriation to the Enterprise for the Americas delegation in EO 12757. It assigned specified presidential functions to the Treasury Secretary, acting on council recommendations and after consultation with State. A current U.S. Code note records the later 1999 amendment and EO 13345’s 2004 revocation of the parent delegation. Debt treatment itself depended on the cited laws and agreements.

Administration position: The amendment delegated program administration; it did not itself cancel a country’s debt or appropriate conservation funds.
