Executive Order 13131: Further Amendments to Executive Order 12757, Implementation of the Enterprise for the Americas Initiative

President: Bill Clinton

Added the 1998 Tropical Forest Conservation Act to Enterprise for the Americas debt-reduction delegations and board duties.

Status: Revoked.

Is Executive Order 13131 still in effect? No. Revoked and replaced by EO 13345 in 2004.

What does Executive Order 13131 do?

EO 13131 updated EO 12757 so its debt-reduction delegations also implemented the Tropical Forest Conservation Act. It added statutory functions, directed the Enterprise for the Americas Board to advise on tropical-forest agreements and added Forest Service and CEQ representation. EO 13345 replaced the delegation structure and expressly revoked EO 13131 in 2004.

Administration position: The order assigned executive functions and advice; actual debt reduction and conservation funds depended on statutory eligibility, agreements and appropriations.
