Executive Order 13030: Administration of Foreign Assistance and Related Functions and Arms Export Controls

President: Bill Clinton

Delegated additional antiterrorism, foreign-assistance restriction and arms-export-control functions to the Secretary of State.

Status: In effect.

Is Executive Order 13030 still in effect? Yes. Continuing amendment to executive foreign-assistance and arms-export delegation orders.

What does Executive Order 13030 do?

EO 13030 amended three existing delegation orders. It added 1996 antiterrorism and recurring foreign-operations restriction determinations to the Secretary of State’s EO 12163 functions, delegated Arms Export Control Act section 40A functions through EO 11958, and expanded the FREEDOM Support Act delegation in EO 12884. The order has not been expressly revoked; later amendments and departmental delegations operate within the same broader framework.

Administration position: The order assigns presidential functions; it does not itself approve assistance or arms transfers, and every exercise remains subject to the governing statute.
