President: Bill Clinton

Status: Revoked. Is Executive Order 13037 still in effect? No. Executive Order 13037 was revoked. See Federal Register record.

What does Executive Order 13037 do?

EO 13037 established the Commission to Study Capital Budgeting to evaluate alternative definitions of federal capital, accounting and scoring methods, experiences of states and other countries, and the consequences of a separate capital budget. Later orders expanded its membership and extended its reporting deadline. The commission issued its report in early 1999, and EO 13138 abolished it that September.

Administration position: The order commissioned analysis; it did not create a federal capital budget or change congressional budget scoring.
