What does Executive Order 13050 do?

EO 13050 created a seven-member outside board to advise the President on racial dialogue and reconciliation and on policy areas where race had a substantial effect. The archived White House records its final recommendations, One America in the 21st Century, as presented on September 18, 1998. National Archives records say the board terminated on September 30, 1998. EO 13138 formally revoked the establishing order a year later. Its advice did not itself change civil-rights law.

Administration position: The board could convene dialogue and recommend policy; it had no regulatory, adjudicatory or law-enforcement power.
