What does Executive Order 13098 do?

EO 13098 implemented further UN Security Council measures against UNITA during Angola’s civil war. It blocked UNITA property, prohibited certain dealings with designated areas, and restricted specified diamonds, mining equipment, vehicles and vessels unless authorized. Following a peace settlement and the UN’s termination of sanctions, EO 13298 was signed on May 6, 2003 and took effect at 12:01 a.m. EDT on May 7, ending the US emergency and revoking EO 13098.

Administration position: The sanctions targeted UNITA and covered transactions; they were not a permanent embargo on Angola or every Angolan person.
