Executive Order 13097: Interparliamentary Union

President: Bill Clinton

Designated the Interparliamentary Union as a public international organization entitled to specified US legal privileges and immunities.

Status: In effect.

Is Executive Order 13097 still in effect? Yes. Active designation; current State Department guidance continues to cite EO 13097.

What does Executive Order 13097 do?

EO 13097 designated the Interparliamentary Union under the International Organizations Immunities Act. That status gives the organization and qualifying representatives access to the Act’s privileges, exemptions and immunities, subject to the statute and any limitations in the order. The designation does not make the IPU part of the US government. Current State Department visa guidance still lists the IPU and EO 13097.

Administration position: Designation supplies only the legal protections authorized by statute; it does not endorse every IPU position or give blanket immunity to every visitor connected with a parliament.
