Executive Order 13096: American Indian and Alaska Native Education

President: Bill Clinton

Created an interagency education initiative focused on academic achievement, school readiness, language and culture, technology, teacher recruitment and safe schools.

Status: Revoked.

Is Executive Order 13096 still in effect? No. Revoked and replaced by EO 13336 in 2004.

What does Executive Order 13096 do?

EO 13096 committed federal agencies to a coordinated response to educational disparities affecting American Indian and Alaska Native students. It set six goals, required a comprehensive plan and research agenda, and called for consultation with tribes and education organizations. EO 13336 was signed on April 30, 2004, revoked EO 13096 that day and established a successor initiative aligned with the No Child Left Behind Act; it was published on May 5. Still later orders replaced that framework again.

Administration position: The initiative coordinated programs and policy; it did not create an individual entitlement to funding or alter tribal treaty rights.
