Executive Order 13095: Suspension of Executive Order 13083

President: Bill Clinton

Suspended Clinton’s earlier federalism order while the administration consulted state and local officials.

Status: Revoked — by EO 13132 in 1999.

Is Executive Order 13095 still in effect? No. EO 13132 revoked it in 1999.

What does Executive Order 13095 do?

EO 13095 consisted of a single operative decision: it suspended EO 13083, the May 1998 federalism order, to allow further consultation with state and local officials and other interested parties. EO 13083’s own procedures were therefore not operating under this suspension. EO 13132 revoked both orders in August 1999 and set a later federalism framework. Current agency federalism reviews should be traced to the later order and relevant law.

Administration position: Suspension of EO 13083 did not itself replace it with a substantive federalism policy.
