Executive Order 13104: Amendment to Executive Order 13021, Tribal Colleges and Universities

President: Bill Clinton

Extended the planned sunset of the President’s Board of Advisors on Tribal Colleges and Universities to September 1999.

Status: Revoked. Is Executive Order 13104 still in effect? No. Executive Order 13104 was revoked. See Executive Order 13270: Tribal Colleges and Universities, Federal Register record.

What does Executive Order 13104 do?

EO 13104 changed only the termination provision in EO 13021: the President’s Board of Advisors on Tribal Colleges and Universities would end on September 30, 1999 unless the President renewed it first. Later orders further amended EO 13021, and EO 13270 revoked that underlying order in July 2002 while establishing a successor tribal-colleges initiative and board. The 1998 amendment did not itself award grants or set educational eligibility rules.

Administration position: The amendment kept an advisory board available for a further period; it did not guarantee that a specific college would receive funding.
