What does Executive Order 13105 do?
EO 13105 directed the State Department to issue rules allowing eligible participants in the Foreign Service Retirement and Disability System to elect the Foreign Service Pension System. It directed the CIA to provide a parallel choice for eligible participants in its retirement and disability system to elect the Federal Employees’ Retirement System. Both election windows ran from November 1, 1998 through April 30, 1999. The order offered a choice; it did not automatically transfer everyone or create an enrollment opportunity today.

After the order
