Executive Order 13106: Adjustments of Certain Rates of Pay and Delegation of a Federal Pay Administration Authority

President: Bill Clinton

Set 1999 federal pay schedules and updated a delegation for administering locality pay.

Status: Superseded. Is Executive Order 13106 still in effect? No. Executive Order 13106 was superseded. See Federal Register record. EO 13144 revoked section 1–7 of this order.

What does Executive Order 13106 do?

EO 13106 supplied pay schedules for the 1999 federal pay cycle, covering civil service, Foreign Service, veterans-health positions, senior executives, certain senior officials, judges, uniformed services and locality payments. It told OPM to implement the locality payments, superseded the prior annual pay order, EO 13071, and adjusted a delegation in EO 12748. These are historical 1999 rates, not current salaries. EO 13144 later superseded sections 1 through 7 for the next pay cycle; the separate section 8 delegation was not included in that supersession.
