Executive Order 13125: Increasing Participation of Asian Americans and Pacific Islanders in Federal Programs
President: Bill Clinton
Created a federal commission and agency initiative on Asian American and Pacific Islander participation in federal programs.
Status: Superseded. Is Executive Order 13125 still in effect? No. Executive Order 13125 was superseded. See Executive Order 13515: Increasing Participation of Asian Americans and Pacific Islanders in Federal Programs.
What does Executive Order 13125 do?
EO 13125 established a President’s Advisory Commission in HHS and a federal initiative to assess and improve Asian American and Pacific Islander participation in federal programs, especially where communities were underserved. It called for senior agency liaisons, measurable action plans and data collection where lawful and practicable. The commission could have up to 15 members and was to terminate after two years unless renewed. EO 13515 superseded it in 2009; EO 14031 superseded that framework and EO 13125 in 2021. EO 14031 was later revoked by EO 14148 in 2025. These changes make the 1999 commission order historical; they do not make its original commission automatically current again.
