Executive Order 13134: Developing and Promoting Biobased Products and Bioenergy

President: Bill Clinton

Directed interagency planning and research coordination for biobased products and bioenergy.

Status: Revoked — by EO 13423 in 2007.

Is Executive Order 13134 still in effect? No. EO 13423 revoked it in 2007.

What does Executive Order 13134 do?

EO 13134 directed federal agencies to coordinate research, planning and advice on products made from renewable biological materials and on energy from biomass. It created an interagency council co-chaired by Agriculture and Energy, an advisory committee, department working groups and a joint coordination office. The council was to prepare annual strategies, with the first due within eight months. The order did not itself fund a particular fuel or require private companies to buy one. EO 13423 revoked it in 2007; later biobased-product and energy programs have their own law and policy.

Administration position: The order set up planning and coordination, subject to existing authority and appropriations, rather than a guaranteed market or grant.
