Executive Order 13156: Amendment to Executive Order 12871 Regarding the National Partnership Council

President: Bill Clinton

Changed the National Partnership Council membership from two agency-wide leaders to three; the parent order was revoked in 2001.

Status: Revoked. Is Executive Order 13156 still in effect? No. Executive Order 13156 was revoked. See Federal Register record.

What does Executive Order 13156 do?

EO 13156 changed one number in EO 12871’s National Partnership Council membership clause, increasing from two to three the deputy secretaries or comparable officers from otherwise unrepresented departments. It did not extend the council’s term or alter statutory collective-bargaining rights. EO 13203 revoked EO 12871 as amended and dissolved the council in February 2001, while preserving collective-bargaining agreements already in effect.

Later evidence reviewed October 2, 2026: EO 13203 revoked the parent order as amended; its agreement-preservation clause did not preserve the council itself.

Administration position: The amendment changed only council composition; its parent policy and council ended under a later order.
