What does Executive Order 13146 do?
EO 13146 created an interagency council chaired by the Director of the Office of Management and Budget to recommend federal and legislative actions for Princeville after Hurricane Floyd. Its report was submitted in August 2000 and recommended returning residents while rebuilding toward a more disaster-resistant community. The order did not appropriate funds or itself guarantee flood protection. The National Archives disposition entry does not identify a revocation, and EO 13316’s 2003 list of revoked committees does not include EO 13146; the order has no express end date, so this guide treats its policy work as historical without claiming formal repeal.
Correction from the source review on October 2, 2026: EO 13316 did not revoke EO 13146. The council’s report was submitted in August 2000. No express revocation was located; the order does not state a fixed termination date.

Legal and source detail
How it works legally
The council could recommend actions and draft legislation but had no independent power to appropriate money, compel rebuilding or guarantee flood protection. Later Corps studies and construction depended on separate statutory authority, appropriations, technical findings and local participation.
