Executive Order 13147: White House Commission on Complementary and Alternative Medicine Policy

President: Bill Clinton

Established a temporary commission to recommend complementary and alternative medicine policy.

Status: Revoked. Is Executive Order 13147 still in effect? No. Executive Order 13147 was revoked. See Federal Register record.

What does Executive Order 13147 do?

EO 13147 established a commission in the Health and Human Services Department to advise the President on research, practitioner education, public information and access to complementary and alternative medicine. Its original membership cap was 15; EO 13167 later raised it to 20. The commission gathered testimony and delivered a report in March 2002. Its own report acknowledged that many interventions had not been shown safe or effective and that commissioners disagreed about how strongly to state this. EO 13316 revoked the commission order effective September 30, 2003. Neither the order nor the report approved particular treatments or changed the evidence required for medical claims.

Administration position: The commission gave advice; clinical safety, efficacy, licensing and reimbursement still depended on separate evidence and decisions.
