Executive Order 13165: Creation of the White House Task Force on Drug Use in Sports and Authorization for the Director of the Office of National Drug Control Policy To Serve as the United States Government's Representative on the Board of the World Anti-Doping Agency
President: Bill Clinton
Created an interagency sports-doping task force and authorized the ONDCP Director to represent the US Government on WADA’s board.
Status: In effect. Is Executive Order 13165 still in effect? Yes. Executive Order 13165 remains in effect. See Federal Register record.
What does Executive Order 13165 do?
EO 13165 created a White House task force to recommend executive and legislative action on drug use in sports, and separately authorized the ONDCP Director to represent the U.S. government on the World Anti-Doping Agency board. USADA is a separate independent nonprofit, not a federal task force or agency; it began operating on October 1, 2000. Later statutes and programs shaped U.S. anti-doping policy. The 2000 authorization alone does not establish that a U.S. representative currently holds a WADA board seat or that U.S. dues are current; those questions depend on later law and WADA governance rules.
Later evidence reviewed October 2, 2026: USADA remains a separate national anti-doping organization. The EO’s authorization does not prove current U.S. membership on WADA’s board, so no continuing seat is claimed here.
Before and after
Before the order
Federal departments addressed drugs and sport separately as WADA and the independent USADA were being established.
After the order
A White House group coordinated recommendations and ONDCP obtained express authority for WADA board representation.
Who had to do what
| Agency / office | Action | Timing / position |
|---|---|---|
| White House task force | Develop executive and legislative recommendations | Historical work completed |
| ONDCP Director | Represent the US Government on WADA’s board | Authority continued in later practice |
| Federal agencies | Coordinate education, research and enforcement proposals | Now governed by later programs and law |
What happened next
EO 13165 established the task force and authorized ONDCP representation on WADA’s board.
USADA began operations as an independent nonprofit.
EO 13286 made administrative amendments to the order.
Original order, later statute and current USADA/WADA institutional records reviewed; current U.S. board status not inferred from the 2000 order.
Legal and source detail
How it works legally
The task force could recommend action but did not itself create sports-crime offenses or direct USADA. EO 13165 authorized a government representative; actual membership depends on the later statutory and WADA governance framework. USADA’s independent testing and results management authority is distinct from federal representation.
