Executive Order 13173: Interagency Task Force on the Economic Development of the Central San Joaquin Valley
President: Bill Clinton
Created an interagency task force to coordinate federal economic-development work in California’s Central San Joaquin Valley.
Status: In effect. Is Executive Order 13173 still in effect? Yes. Executive Order 13173 remains in effect. See Executive Order 13359: Amendment to Executive Order 13173, Interagency Task Force on the Economic Development of the Central San Joaquin Valley, Federal Register record.
What does Executive Order 13173 do?
EO 13173 established a cabinet-level task force to coordinate federal help for the Central San Joaquin Valley across jobs, infrastructure, housing, health, education, environment and agriculture. EO 13359 amended its membership and administration in 2004. The task-force model produced regional coordination, but current federal investment in the Valley is delivered through later departmental, infrastructure and place-based programs rather than a prominent continuing EO 13173 body.
Later evidence reviewed September 23, 2026: EO 13359 revised membership and leadership. GovInfo — EO 13359. This later record documents the stated step; it does not by itself establish every downstream agency action or legal outcome.
Before and after
Before the order
Federal departments pursued Valley programs separately without this cabinet-level regional coordination body.
After the order
