Executive Order 13172: Amendment to Executive Order 13078, To Expand the Role of the National Task Force on Employment of Adults With Disabilities To Include a Focus on Youth
President: Bill Clinton
Expanded the federal disability-employment task force to address education, health, transition and work outcomes for young people.
Status: In effect. Is Executive Order 13172 still in effect? Yes. Executive Order 13172 remains in effect. See Federal Register record.
What does Executive Order 13172 do?
EO 13172 amended EO 13078 so the National Task Force on Employment of Adults with Disabilities would also coordinate policy for young people with disabilities moving into adult employment. It called for research, public awareness, youth participation, health coordination, postsecondary access and a Youth Advisory Council. Later disability-employment orders, statutes and agency programs became the principal implementation framework; the original task-force assignment is historical.
Claim-level review October 2, 2026: The order amends EO 13078 rather than establishing a separate permanent program. OPM still describes the Presidential Task Force on Employment of Adults with Disabilities; this review does not infer that every youth-specific assignment or council created by EO 13172 remains active.
Before and after
Before the order
EO 13078 focused primarily on adult disability employment without an explicit transition-to-work youth mandate.
After the order
