Executive Order 13171: Hispanic Employment in the Federal Government
President: Bill Clinton
Directed agencies to improve recruitment, career development and representation of Hispanic Americans in the federal workforce.
Status: In effect. Is Executive Order 13171 still in effect? Yes. Executive Order 13171 remains in effect. See Federal Register record.
What does Executive Order 13171 do?
EO 13171 required agencies to assess barriers, expand recruitment, strengthen student and career-development programs and incorporate Hispanic employment into workforce planning, with OPM providing leadership and annual reporting. The order has not been expressly revoked. However, 2025 executive actions ending federal DEI programs dismantled or redirected many diversity structures, so its original implementation machinery no longer operates in the same form.
Claim-level review October 2, 2026: EO 13171's original recruitment and career-development duties were checked against its signed text. EO 14151 and EO 14173 later changed agency diversity-program policy; this review does not treat those changes as an express revocation of EO 13171 or as removing separate merit-system and civil-rights duties.
Before and after
Before the order
Hispanic Americans were underrepresented in many federal occupations and grades without a government-wide action framework focused on the disparity.
After the order
Agencies added barrier analysis, outreach and reporting, later folded into broader workforce policies that changed after 2025.

| Federal agencies | Review barriers and improve lawful recruitment and development | Original implementation changed |
